Tulchyn (Vinnytsia Region), February 4: Inter-Project Working Group of the UNDP Project "Municipal Governance and Sustainable Development Programme" and the Swiss-Ukrainian Project "Support to Decentralisation in Ukraine" held a preparatory meeting in the context of project planning for solid waste management in Tulchyn Rayon. During the meeting the participants have discussed the current state of solid waste management in Tulchyn municipality, villages Suvorovka and Kynashev of Tulchyn Rayon. They have identified major problems in this area at the local level and established a local working group and steering committee on inter-municipal cooperation project planning and planned a project`s launching seminar.
The problem of solid waste management (SWM) is one of the most acute for small cities in Ukraine. It requires an immediate resolution in Tulchyn Rayon with population of nearly 60 thousand residents. The sanitary situation is worsening in majority of rayon`s towns, new, uncontrolled landfills emerge and existing landfill has exhausted its capacity for placing a growing number of household waste of the Rayon. At the same time, scientific and effective model and rules for handling solid waste management problems in the Rayon has not been developed yet. Therefore, the UNDP Project "Municipal Governance and Sustainable Development Programme" and the Swiss-Ukrainian Project "Support to Decentralisation in Ukraine" assist the city of Tulchyn, Tulchyn Rayon Council and surrounding rural communities to solve problems related to collecting, sorting, transfer, disposal or recycling of solid waste in these communities. As part of project on inter-municipal cooperation which is completely unique for Ukraine, an optimal model of solid waste management in the Rayon will be developed.
To implement this innovative project, the Parties have agreed to apply sequential project planning process. The format of sequential planning envisages a series of interrelated workshops and meetings of the stakeholders. The launching seminar with participation of the members of the steering committee and working group will be held in Tulchyn municipality in the first half of March 2011.
For a thorough preparation for this seminar the parties have organised a meeting on February 4 in Tulchyn. The participants have discussed the situation in the field of SWM of in Tulchyn municipality, villages Suvorovka and Kynashiv of Tulchyn rayon, identified major problems in this area at the local level, analysed the current situation in SWM for each community and the whole Rayon and defined (specified) the needs and expectations of each community matching them with the needs and interests of the whole Rayon. DESPRO experts was also conducted the knowledge update on the integrated approach to SWM and presented a logical framework of sequential project planning process.
The participants of the meeting included the representatives of the initiative group of the project on SWM Vitaliy Poberezhnyk, Tulchyn Rayon Council Deputy Head; Valeriy Vesnyaniy, Tulchyn City Mayor; Oleksander Ovcharuk, Deputy Tulchyn City Mayor, representatives of village councils Suvorovka and Kynashev, head of communal enterprise "Tulchynkomunservice” and other stakeholders. Also the participants included Svitlana Gryshchenko, Programme Manager of Swiss Cooperation Office; Juerg Christen, Managing Director of DESPRO; Oksana Garnets, Senior Project Coordinator of DESPRO in Ukraine; Vyacheslav Sorokovskiy, DESPRO Expert of decentralization; Andriy Artov, DESPRO Expert; Olena Ursu, UNDP/MGSDP Expert on Governance and Sustainable Development; Leonid Tulovskiy, UNDP/MGSDP Quality Management Expert.
As a result of the work, the participants formed a local working group and steering committee on inter-municipal cooperation project and planned the launching seminar for March 2011.
