E-governance to help improve quality of administrative services in city councils

July 13, Kyiv: According to the 2010 UNO Report on E-governance, Ukraine is ranked 54th out of the total 184 countries for e-governance development. However, the constantly growing number of internet users in Ukraine amounting to over 27% of population provides greater opportunities for a wide involvement of local communities to decision taking processes, UNDP project recent report ‘E-Government in Ukraine – Efficient Authorities for Citizens’ says.
According to the 2010 UNO Report on E-governance, Ukraine is ranked 54th out of the total 184 countries for e-governance development. This tackles possibilities of national governments to use Internet and mobile technologies in work, notably serving clients. Although, both e-governance and e-documentation have just been launched in Ukraine, the environment for their development is more than favourable. Unfortunately the total number of internet users in Ukraine is low. According to data, provided by the GFK in 2009, only 10,2 mln. Ukrainians (27.2% ) use internet, nevertheless the interest increases rapidly, especially in towns with population beyond 50 000 people. This indicates a good perspective for a wide involvement of local communities to decision making processes.
In support of e-governance, the Government of Ukraine has drafted and adopted a number of laws to promote e-governance in Ukraine, notably the Law of Ukraine on National Concept for Program of Informatization (1998). The prospects of launch of electronic registration of entrepreneurs and e-signature are also quite high. In 2010 the pilot project to introduce e-government technologies in the bodies of state power and local self-government was launched in Ukraine.
E-governance is one of the top-priority components of the UNDP Municipal Governance and Sustainable Development Programme (MGSDP) in Ukrainian municipalities. Since 2004 the MGSDP has supported development of web-sites to 18 city councils to promote transparency and democracy development and cooperation between local authorities and citizens. The MGSDP also supports projects on introduction of quality management systems for municipal services to meet the ISO 9001:2008 requirements, which serve a basis to implement further initiatives on e-governance. The Project also runs a number of thematic researches and capacity development activities in this regard.
In July 2011 the UNDP/MGSDP published the book ‘E-Government in Ukraine – Efficient Authorities for Citizens’. The book consists of six chapters and provides information on e-governance system in Ukraine and recommendations for successful introduction of e-governance initiatives to raise the level of information coverage of citizens and improve a system of administrative services by certain institutions.
Implementation of specific initiatives on e-governance by public administration will help to improve transparency and openness of its activities, save of time and financial resources and assure higher quality of administrative services. This will also enable citizens to access public information, cut on routine, time-consuming tasks for employees and create a single entry point for communication between local authorities and citizens, as well as provide an access for citizens to 24/7 administrative services which will lead to better democratization of our society*.
Presently, the UNDP/MGSDP considers supporting e-governance initiatives of partner city councils in 2011.
