Ukraine faces implementation of the 2009-2014 State Program of Housing Reformation, which envisages transfer to more efficient forms of management via establishment of ACMHs. By 2014 ACMHs are expected to replace housing offices, which prevail on the market and offer low-quality services for high price.

ACMHs are piloting in Ukraine, therefore there development has been suspended by shortage of information about benefits and relevant procedures of running ACMHs and lack of professional staff.

It is expected that  the Ministry of Regional Development , Construction and Municipal and Housing Economy of Ukraine together with the Ministry of Education, Science, Youth and Sports will approve development and launch of educational program for acquiring qualification «Manager of multiapartment residential house”.

The idea is actively supported by the UNDP/MGSDP, as it reflects its activity and helps improve living standards and involve local citizens in resolution of typical problems of houses, ensure sustainable development. In close cooperation with partner municipalities, the UNDP/MGSDP encourages positive changes in municipal services, holding seminars and workshops, providing consulting and recommendations and relevant literature.

Thus, the UNDP/MGSDP has initiated elaboration of a training course on establishment and management of ACHM, which has proven its efficiency and help solution of most topical problems of houses.

Workshops on ACHM by UNDP/MGSDP have been underway for three years, helping discovering professional managerial skills of ACHM members and guaranteeing raise of the professional level in case of further studying.

Within the framework of the project the UNDP/MGSDP announces a selection  for developer of educational program consultant/group of consultants for the elaboration of model  educational programme for acquiring qualification «Manager of multiapartment residential house”. The training program is expected to be included into a list of programs of high education.
