Tulchyn hosts discussions on citizens' involvement in the project on itroducing the integrated approach to solid waste management

On Jule 28th Tulchyn hosted meeting of a working group on introducing the integrated approach to solid waste management. The working group comprised representatives of the UNDP/MGSDP, DESPRO Project, Ministry of Regional Development, Construction and Housing, expert on inter-municipal cooperation from UNDP Macedonia, local authorities and others. The participants discussed Tulchyn rayon's efforts in introducing the separate collection and utilization of solid waste, benefits and existing challenges, and considered different ways and forms of citizens' involvement to the process.

The meeting saw participation of Boran Ivanoski, Programme Manager of the UNDP Programme Inter-Municipal Cooperation for Better Service Provision and EU Accession, Liudmyla Poltorachenko, Deputy Director of the Landscaping and Housing Department of the Ministry of Regional Development, Construction and Housing, Iryna Skaliy, UNDP/MGSDP Project Manager, Leonid Tulovsky, UNDP/MGSDP Project Quality Management Expert, Olena Ursu, UNDP/MGSDP Governance and Sustainable Development Expert, Andriy Artov, DESPRO project expert on SWM and others.
Following the agenda of the meeting, Tulchyn Mayor Valeriy Vesnianyi introduced participants into peculiarities of the current status of intermunicipal cooperation project, focusing on integrated approach on solid waste management in Tulchyn district (Tulchyn and villages of Suvorivka and Kynashiv). Mr. Vesnianyi drew attention of participants to a number of risks on planning solid waste management, concerning lack of information, costs and long planning process.
In turn, representatives of the UNDP/MGSDP presented experience and tools to cooperate with local inhabitants on solid waste management. The UNDP/MGSDP spoke in detail about Ivano-Frankivsk experience of introducing separate waste collection, sorting and utilization in 2007, supported by the EU and implemented under technical support from UNDP/MGSDP. Olena Ursu presented experience of cooperation with the eco-club "Eremus" on promotion of energy efficient policies at local level and how it could be translated into the topic of separate collection of waste. She believes the forms of citizens' involvement could include cooperation with youth through introduction of the thematic educational hours at schools, trainings for associations of co-owners of multiapartment houses and relevant communal service providing organsiations, etc.

The meeting resulted in discussion of the possible forms to involve the local citizens into the project which in a monthly term will be further elaborated and documented in a form of the action plan.
