Partner municipalities apply MGSDP approach for civil society development

Ivano-Frankivsk–Rubizhne (Luhansk Region), January: Partner municipalities  successfully apply MGSDP approach for civil society development, involvement of active citizens to overcome the indifference of the population, prevent negative social phenomena, promote sustainable development and improve quality of life of urban residents.
 Thus, Ivano-Frankivsk city council organises a municipal competition of projects and programs for local government and civil society development. The competition is aimed at  selection of projects and programs funded by the city budget and aimed at resolving urgent problems of local government, civil society and dissemination of positive experience gained in the process of their implementation. The potential participants are Civil Society Organisations (CSO), Bodies of Self-Organisation of Population (BSP), village councils of Kryhivtsi, Vovchynets, Mykytyntsi, Uhornyky, Hryplyn that submit a project or program of local government and civil society development. The nominations of the contest are SCOs projects, BSPs projects, projects of village councils of surrounding villages. The main objectives of the competition are: a) enhancing cooperation of local self-government bodies, SCOs and BSPs; b) creation of a fund to support promising projects and programs of local governments and civil society development; c) analysis and dissemination of  experience aimed at addressing development issues of local government and civil society, d) selection of projects and programs to provide the municipal budget funds for support of local government and civil society.
 
The total amount of co-financing from the city budget for the contest is UAH 120 thousand, UAH 10 thousand per one applicant. The volume of co-financing from the city budget to organisations should not exceed 90%. Total co-financing for the BSPs projects is UAH 180 thousand and UAH 15 thousand per one applicant.
 
Let us remind, that Rubizhne partner municipality (Luhansk region)  also involves communities to solving local problems. The municipality annually organises a competition of social projects for SCOs under the co-financing arrangement by the community and municipality. In 2011 the third competition was held and 6 projects were implemented aimed at organizing a leisure time of the local youth.
 
All activities of the UNDP/MGSDP are held based on the principle of co-financing. The parties include the city councils, local community members and UNDP. Using the principle of co-financing  and involving community leads to spending financial resources more effectively, educating a sense of responsible owner among residents  and establishing effective dialogue between local government and communities.
