April 24, village Moschun (Kiev Region): About 50 experts and scholars discussed the set of training modules "Decentralization and Governance" at the workshop organized jointly by UNDP "Municipal Governance and Sustainable Development Programme" and the Swiss-Ukrainian Project "Support to Decentralisation in Ukraine."
About 50 participants, including representatives of the National Academy of Public Administration of Ukraine, the School of Senior Civil Service, Civil Society Institute, Center for Political and Legal Reforms, Verkhovna Rada of Ukraine, Swiss-Ukrainian project "Support to Decentralisation in Ukraine" and UNDP Project "Municipal Governance and Sustainable Development Programme" got familiarized with the presentations of the authors of training modules of civil servants and local governments and discussed areas of future application.
During the workshop a set of training modules "Decentralization and Governance" was presented, designed by leading Ukrainian and international experts on local self-governance. The complex was designed by the Swiss-Ukrainian project "Support to Decentralisation in Ukraine" DESPRO. Authors of training modules based their publications on practical guide for officials of local governments, developed by UNDP / MGSDP in 2006.
The complex contains 13 modules, each of which is devoted to a practical guide to topics that will be useful for municipal officials:
· Decentralization of local self-governance: the experience of European countries
· Local government and decentralization
· The system of local self-government in Ukraine: History, theory, current status and prospects
the local governments
· Administrative-territorial reform
· Strategic Planning for Regional Development
· Operational planning of territorial development strategies
· Management of public projects: the European dimension in Ukraine
· Combating corruption in local government
· What should I know local government officials about the courts?
· Administrative Services
· Building a quality system - improving satisfaction of Community
· Reforming the system of residential property
The set of training modules "Decentralization and Governance" was presented Anatoly Chemerys, DESPRO expert who coordinated the work of the authors. Anatoly Chemerys expressed hope that the complex will be useful for the National Agency of Civil Service, the National Academy of Public Administration, the Association of municipalities of Ukraine, universities which train masters of civil servants and training centers for civil servants, authorities and local governments and community organizations.
The module "Social mobilization for sustainable local development" was developed by Jaysingh Sah, International Project Manager of EU/UNDP Project "Community Based Approach to Local Development." The module was introduced by Olena Ursu, UNDP / MGSDP Governance and Sustainable Development Specialist.

Iryna Skaliy, head of the UNDP / MGSDP, summing up the workshop and referring to reviews of the participants expressed the belief that teaching materials will be useful for officials of local and regional authorities and experts from the local authority.
