July 24, Kyiv: EU/UNDP Project «Smart Practices for Oversight by Non-State Actors on Administrative Service Provision» announces a call for applications for the civil society organizations on monitoring of administrative services provision in Ukrainian municipalities. Civil society organizations can submit their project proposals till August 30, 2013.

Provision of administrative services that are accessible, convenient and of a high quality is critically important for the citizens. However, as of 2013, 65% of citizens of Ukraine are mostly or fully unsatisfied with the quality of service provision by the local authorities.

The purpose of this grant competition is to develop the capacity of civil society organizations in applying tools for public monitoring of administrative services provision with wide involvement of citizens and establishment of effective feedback loops with local self-governance bodies responsible for service provision.

This competition will develop capacities of selected Ukrainian civil society organizations which are willing to:

o carry out public monitoring of the quality of administrative services in Ukrainian municipalities;

o implement awareness campaigns to foster citizens’ participation in monitoring of administrative services provision;

o establish constructive dialogue with local self-governance bodies on introducing acceptable citizens’ recommendations in practice of administrative services’ provision to raise their quality.

Semi-finalists of the competition will be invited  to participate in a free-of-charge two-day training on existing methodologies of public monitoring of administrative services with exposure visits to the cities of Ukraine, where these practices were successfully introduced. During the training, the participants will also have an opportunity to receive individual advice for further improvement of their own mini-projects. Based on the finalized proposals of mini projects, the competent jury will select the winners who will receive funding for their mini-projects (up to UAH 25’000). The project implementation period is up to 6 months.
