Training for trainers on decentralisation and local self-governance was conducted by UNDP/MGSDP together with the Ukrainian Association of Local and Regional Authorities on May 31st, 2006. The trained experts will further work on enhancement of the qualifications and professional level of the newly elected members of local councils, and officials of the bodies of local self-government in Ukraine.
The purpose of the project is to enhance the knowledge base of local/regional and national governments to support participatory municipal governance for sustainable development.
As the training material, experts will use the Manual “Strenghening Decentralisation and Local Governance” provided to MGSDP by Bratislava Regional Centre, and adapted to Ukrainian context by the national consultants. This manual includes training modules on decentralization, citizen participation, strategic planning, operational planning and financial planning, as well as the module on social mobilisation based on the experience of UNDP/MGSDP in social mobilization and promoting municipal sustainable governance in Ukraine.
In particular, participants received knowledge and skills on the following issues:
Principles of decentralisation and their adaptation into Ukrainian context.
Objectives and consequences of citizen’s participation in decision-making. Mechanisms of people’s involvement into the process of planning and implementation of plans.
Strategic planning process with involvement of the appropriate stakeholders and its evaluation.
Operational planning and evaluation of its implementation.
Financial decentralisation, its legislative basis. Accumulation of the financial resources of local government and their utilization.
Sosial mobilisation, area-based development approach and participatory planning in localizing the sustainable development.
In total, 16 experts were trained to become the resource persons on decentralisation and local self-governance. They are expected to conduct 4 similar trainings for about 150 officials in Rivnenska, Ivano-Frankivska, Mykolayivska, Luhan’ska and Donetska oblasts.
