On June 15-16, 2006 a delegation of City Councils’ representatives from Eastern and Central Ukraine cities visited Rivne and Novograd-Volynsky in order to learn the experience of the community organizations’ participation in the process of local sustainable development management gained within the framework of UNDP/ Municipal Governance and Sustainable Development Programme (MGSDP) at local level. In total, 19 representatives from the cities of Kharkivska, Kirovogradska, Kyyivska, Luhanska and Vinnitska oblasts participated in that exchange visit.
City Councils of the cities of the above-mentioned oblasts were represented by Mayors and their deputies as well as by heads of economic and communal services departments. Besides, among the participants there were national analysts-consultants learning the experience of the municipalities of Eastern and Western Ukraine in the area of local self-governance for sustainable development. The consultants are going to present their recommendations on strengthening of interregional cooperation during the national roundtable to be held on July 14, 2006 in Kyiv.
The purpose of the exchange visit was to disseminate the best practices of citizens’ participation in decision-making and strengthening of municipalities of Ukraine through interregional cooperation. In 2006 these activities of UNDP/MGSDP are being implemented jointly with the Ukrainian Association of Local and Regional Authorities under the support from the Swiss Agency on Development and Cooperation (SDC). It is the second visit of this kind following the previous one to Ivano-Frankivsk municipality on June 8-9th.
In the city of Rivne the delegation was welcomed by Mr. V.Chayka, the City Mayor, and specialists from the city council who informed the participants about the city community achievements in social-economic development, implementation of energy-saving projects and management of the city communal infrastructure. After the meeting the delegation visited the condominium “Balsamin”, “ESCO-Rivne” energy enterprise and one of the primary schools in Rivne where the UNDP/MGSDP project have been implemented.
In the city of Novograd-Volynsky the delegation visited the “Kolegium” secondary school, the city Medical diagnostic center and premises of the city Center for disabled people where the UNDP/MGSDP projects are being implemented together with the NGOs and the municipality council. The delegation was accompanied by Mr. Mykola Borovets, the City Mayor, who informed the participants about the city community’s achievements and plans, and personally, in a very professional manner, answered all questions regarding the communal services management and the city’s infrastructure development.
During the exchange visit the participants have learned about the UNDP/MGSDP activities and results of the projects, about the role of NGOs and communities in democratic governance and cities’ sustainable development, discussed the practical common issues important for their native cities’ development and welfare, and established contacts useful for the future interregional cooperation and exchange by visits. These experiences will be summarized during the national roundtable on July 14th this year.
