On 9-11 of August 2006 a training was organized for 12 MSU representatives from new partner municipalities, namely: Kirovske (Donetsk oblast), Hola Prystan’ (Kherson oblast), Kaharlyk (Kyiv oblast), Zhytomyr (Zhytomyr oblast). The training was held in Novohrad-Volynsky Municipality. The participants were newly recruited/ deputed Municipal Project Coordinators (MPC) and Social Mobilizers of Municipal Support Units.
The training consisted of theoretical learning and practical exercises (including discussions, brain-storming, role games, individual work etc.), experience sharing and site visits. Key areas of training included:
- UN System and UNDP in Ukraine
- Social Mobilization and area based development approach
- Programme implementation guide
- Management Information System
- Legal Framework
Training was provided by MGSDP staff and MSU Novohrad-Volynsky. Participants were taught to mobilize local communities of citizens, academia, small business and NGOs in their cities and build the community’s capacity to undertake the participation-based sustainable development initiatives under the framework of public-private partnership.
During the training the mayor of Novohrad-Volynsky Municipality, Mr. Mykola Borovets, shared his experience of working with MGSDP and motivated the participants to carry out activities with full confidence. He expressed that the core value of the Programme lies in giving knowledge rather than money – and offered the participants further support if needed.
As part of practical training, the trainees had the opportunity to participate in meeting with new community, watch how the process of social mobilization takes place and see the results of community projects, which are on the final stage of implementation.
The training was organized in the framework of fulfilling Partnership Agreement that was signed by UNDP/MGSDP with partner municipalities during 2006. As a part of Partnership Agreement, Municipalities establish Municipal Support Units and equip MSU with personnel to implement the local level component of the Programme, whereas UNDP/MGSDP builds capacity of the Municipalities through technical assistance including training, equipment and other logistics.
