Municipal Hearings Held to Identify Innovative Ways of Local Development

On 18-21st of September, 2006 the XI All-Ukrainian Municipal Hearings took place in Berdyansk. Its aim was to mobilize the available intellectual potential of municipal experts, parliamentarians, representatives of central and local governments, academia, business structures, international experts, and civil society organizations to solve existing problems and search for innovative ways of municipal development in Ukraine. It was organised by the Fund for Facilitation of Local Self-Government under the President of Ukraine under support from UNDP/MGSDP and other agencies. In context of current political, economic and social situation in the country the Hearings pursued the following objectives:

Development of partnership between actors of local self-government, business structures and civil society organizations;
Establishing efficient dialogue between local self-government, citizens and political parties;
Demonstration to the new heads of village councils, city mayors, and deputies of local councils the tested and effective methods of their future work, their active participation in the municipal movement.

During the Hearings over 150 participants discussed and made assessment of the current situation in the local and regional development after lections to local self-government bodies. The key speakers were V.Rybak, Vice Prime-Minister of Ukraine, V.Parkhomenko, representing Secretariat of the President, A.Matviyenko, First Deputy Head of Parliamentary Committee on State Building, Regional Policy and Local Self-Government, M.Pukhtynskiy, President of the Fund for Facilitation of Local Self-Government, V.Kyibida, Member of the Parliament, T.Yefimenko, Deputy Finance Minister.

Final conference documents were prepared, discussed and approved, including Memorandum of Municipal Development 2007 and Draft National Report “Innovative Ways of Municipal and Regional Development in Ukraine - 2006” which covered the issues of national policy of municipal and regional development, decentralization and development of local self-government, competitiveness of communities, changing interbudgetary relations, financial resources of local self-government, local democracy, innovative instruments of municipal development, international cooperation in the sphere of municipal and regional development, and necessity to organize training for local government officials and communities. In addition to that the participants exchanged experiences in developing and implementation of innovative projects and programs and compared achievements and problems of reforming local self-government in different countries.

The MGSDP team made presentations about the Programme experience in establishing the model of community-based sustainable municipal development, and submitted recommendations to improve the legal and policy framework for participatory municipal governance for sustainable development. UNDP/MGSDP experience in participatory municipal governance with community involvement was well appreciated by the participants of the Hearings and it is to be incorporated as a best practice in the final document of the Hearings.

“We in Mykolayiv find that participatory approach is the working tool in improving public and communal services with community participation aimed to raise the standards of citizens’ life”, said Mr. V.Yavorskyy, Deputy Mayor of Mykolaiv in course of the meeting.
