On 30th November, 2006 Partnership Agreement between UNDP/MGSDP and Lviv Municipality was officially signed in the premises of City Council in presence of about 80 local stakeholders including the local council members, citizens, schools, NGOs, and mass media. The official event became possible due to keen interest of the newly elected city council body to strengthen the local government for efficient delivery of services and the initiatives of the deputy mayor, Mr. O. Synyutka. Mr. Snyutka had prior experience of implementing the Programme activities in Ivano-Frankivsk municipality in capacity of its deputy mayor responsible for MGSDP.
The presentation was started by Jaysingh Sah, International Project Manager. He briefed about the importance of public private partnership for local sustainable development in light of the declarations made at Johannesburg World Social Summit and Ukrainian MDG. He shared the experience of UNDP in Ukraine on community-based development approach. Iryna Skaliy, Governance and Sustainable Development Expert, presented MGSDP goals, strategy, modus operandi and terms of partnership.
The city council members voted by consensus for launching partnership with UNDP/MGSDP. The council had passed the resolution for establishing appropriate unit to serve as municipal support unit, deputation/recruitment of personnel to carry out the Programme activities and allocation of resource to be transferred to UNDP as a part of its cost sharing.
After signing the Partnership Agreement, the Mayor, Mr. A. Sadovy, expressed gratitude to UNDP management for extending its support to Lviv municipality and assured his commitment to achieve results of excellence.
“We have always talked about strong local self-government but we have learned that it is not possible without involvement of local communities in the process. With support of the UNDP, this is going to be possible. And we will be able to set an excellent example in the history of 750 years of Lviv” said Mr. Sadovy at this occasion.
