On March 1st, 2007 the presentation of the “Municipal Governance and Sustainable Development” implemented by UNDP (UNDP/MGSDP) was held in Rubizhne municipality. Based on the favourable reception of the principles and approaches of the Programme by the participants of the event, Mr. Anatoliy Busenkov, Rubizhansky City Mayor, and Mr. Jaysingh Sah, International Project Manager, signed the “Partnership Agreement” aimed at promoting the mechanisms of citizens’ engagement into municipal governance for improving the quality of the local communities’ life.
The parties agreed that a key purpose of this partnership would be further strengthening of institutional capacities at all levels for achieving sustainable development. In view of this, the partners agreed to perform the following tasks:
Support citizens, small businesses, NGOs and academia in undertaking self-organisation initiatives and mobilising resources to solve socio-economic and environmental problems that exist at the territory of the community and the municipality.
Promote strengthening the efficiency of the activities implemented by the local authorities and establishing the decentralized governance systems which will allow local communities become more involved in the transparent planning process and solving their problems through their direct participation and based on sustainable development principles.
Mobilise financial resources for the implementation of public initiatives and projects imed at solving their priority problems.
Among about 40 participants who attended the presentation there were Olena Ursu, UNDP/MGSDP Monitoring and Communication Expert, Yuriy Kartsev, Secretary of the City Council, Mayor’s deputies, heads of the specialised departments of the executive bodies of the city council, representatives of the living neighbourhood, and academia.
“People are the major value of the city. Therefore, the importance of our partnership with this Programme lies not only in improvement of financing the municipal development, but in the opportunity to overcome the attitude of non-participation in this process. Each citizen of the municipality has to be not an observer, but an active participant of the development process”, said Anatoliy Busenkov, City Mayor, on the occasion of signing the «Partnership Agreement».
Staring from April 2004 when UNDP/MGSDP was initiated, 62 sustainable development projects of the local communities were implemented in 14 partner municipalities worth 7.6 mln. UAH, and directly benefiting over 50 thousand inhabitants of these cities.
Rubizhne municipality became the 15th partner of the Programme, thus expanding the Programme activities to Luhanska oblast. Besides Rubizhne, the Programme is also operational in such municipalities as: Ivano-Frankivsk and Halych (Ivano-Frankivska oblast’), Rivne (Rivnenska oblast’), Zhytomyr, Novograd-Volynskyy (Zhytomyrska oblast’), Mykolaiv and Voznesensk (Mykolayivska oblast’), Kirovske (Donetska oblast’), Hola Prystan’ (Khersonska oblast’), Kaharlyk and Ukrayinka (Kyivska oblast’), Novovolynsk (Volynska oblast’), Mohyliv-Podilsky (Vinnytska oblast’) and Lviv (Lvivska oblast’)
