Novovolynsk assesses its current local development level

Municipal Governance and Sustainable Development Programme implemented by United Nations Development Programme in Ukraine envisages the necessity of sharpening the vision of the municipalities on the local development situation in light of the vision on sustainability. Assessment of the local development situation of the city; strategic planning and participatory assessment of the community organizations are some tools that are applied for this purpose.

With this in mind, on the 2nd of March the roundtable on “Local Situation Assessment” was conducted in Novovolynsk municipality of Volyn’ region by the initiative of Viktor Sapozhnikov, City Mayor, to assess the current level of municipal development.

About 20 representatives of the department of the housing and communal sector, environment, education and science of the municipality, local communities and public organisations gathered to assess the current development status of their city. Fore this purpose, they used the local assessment methodology developed by UNDP/ Bratislava Regional Centre and adjusted by the UNDP/MGSDP to the local context. This questionnaire is a tool of assessing the strengths and weaknesses of the municipality in various spheres: 1) local organisation and democracy (strategic planning, institutional development, gender equality, local partnership); 2) local environment; 3) local society; and 4) local economy. Mr. Yuriy Yeleva and Mr. Volodymyr Rozhelyuk, First Deputy Mayors, also participated in this exercise.

This week the Municipal Support Unit will analyze the questionnaires, and widely highlight its results through local media. The results of the exercise will allow the municipality to select the community projects and initiatives which are of priority to the municipality to strengthen those areas of the municipal development which will appear to be relatively weak.

Mr. Oleksandr Babiy, Municipal Project Coordinator in Novovolynsk, says: “Knowledge of the initial data is very important from two perspectives: first, it gives an opportunity to estimate accurately the most vital needs of the municipality and the appropriate volume of works which need to be done, also including the necessary financial resources for these purposes; and, second, it provides the objective data for identification and selection of the priority projects among those which will be developed and submitted by the community-based organisations. It is necessary to assess the local situation at least once a year which will also help to monitor the efficiency of the Programme activities at local level”.
