On March 28th the Partnership Agreement was signed between UNDP in context of the Municipal Governance and Sustainable Development Programme and the Academy of Municipal Management, a Kyiv-based University, for promoting sustainable development principles, decentralisation and participatory governance by preparing future generation on community-based local sustainable development in Ukraine.
This partnership became possible due to the prior activities of the Programme on familiarization of the representatives of national and regional universities with the concepts and experience of citizens’ participation in local governance in rural and urban areas within the framework of UNDP-supported projects.
Then, in October 2006 the National Forum of Partner Universities (NFPU) was formed by the representatives of 6 universities from Kyiv, Rivne, Mykolayiv and Zhytomyr regions, one of which was the Academy of Municipal Management. They appreciated the experience in empowering citizens to participate in the decision-making and the process of managing development at local level, and created the NFPU with the purpose of coordinating the national-level activities of internalising the community-based development approach and sustainable development principles in the curriculum of universities.
The scope of partnership with the Academy of Municipal Management includes the following:
Including the community-based development approach in the academic curriculum of the higher educational institutions to enable preparation of future generation in Ukraine on the subject.
Enhancing capacity of the students, representatives of the bodies of local self-government and local communities to undertake bottom up participatory planning and participate in the local level sustainable development activities under the framework of public-private partnership.
Promoting concept and experiences of community participation in local sustainable development through various scientific activities and awareness campaigns at national level.
The Academy of Municipal Management, being a Kyiv-based university specialised on local self-government, will coordinate these activities at national level.
Following the welcome words from Mrs. T. Ivanova, Vice-Rector on Scientific and Pedagogical Activities of the Academy, and from Mr. Sergei Volkov, UNDP Senior Programme Manager, the members of the Academic Council listened to the presentation about improving the university curriculum for inclusion of the community-based development approach made by Mrs. O. Ursu, UNDP/MGSDP Monitoring and Communication Expert. The participants agreed upon the importance of this cooperation, and voted for signing Partnership Agreement.
On this occasion, Mrs. Tymochko, Vice-Rector on Educational Activities of the Academy, said: “We, scientists, know that sustainable development is the concept of the harmonized development of the society with the proper balance of its economic, social and environmental components. As the university specialised on municipal governance, we have to ensure the preparation of the highly qualified professionals not only competent in the narrow sphere of their specialization, but also having necessary knowledge and being prepared to practically implement the principles of sustainability. For this purpose, partnership with UNDP is a unique opportunity”.
