Parliamentarians and UNDP Will Jointly Improve the Current Legislation for Promoting Citizen’s Participation in Local Sustainable Development

On 30-31st of March the roundtable was conducted in Yaremche of Ivano-Frankivsk oblast’ with participation of the national deputies of Ukraine, members of the Parliamentary Committee on State Construction, Regional Policy and Local Self-Government of Verkhovna Rada of Ukraine. It was organised jointly by the Committee of Verkhovna Rada of Ukraine on State Construction, Regional Policy and Local Self-Government, UNDP/Municipal Governance and Sustainable Development Programme, All-Ukrainian Association of Local and Regional Authorities and Ukrainian Association of Local and Regional Authorities.

The following persons participated in the event: Volodymyr Yalovyy – Deputy Head of the Apparatus of Verkhovna Rada, Petro Pysarchuk, Yuriy Kychatyy – national deputies of Ukraine, Vyacheslav Nehoda – Head of the Secretariat of the Committee of Verkhovna Rada of Ukraine on State Construction, Regional Policy and Local Self-Government, Sergei Volkov – UNDP Senior Programme Manager, Jaysingh Sah – UNDP/MGSDP International Project Manager, representatives of the All-Ukrainian Association of Local and Regional Authorities, Kyiv City State Administration, bodies of the local self-government and the local communities of the UNDP/MGSDP partner municipalities.

The participants of the roundtable discussed important issues of creation and functioning of the community-based organisations in Ukraine, in particular:

Legislative barriers on the way of community involvement to the local sustainable development.
Necessity of changes and amendments to legislation in the area of legal regulation of the status and functioning of the bodies of self-organisation of population (BSPs).
Preparation and raising awareness of the citizens and officials of local governments on BSPs’ issues.
Role of the Constitutional Court in improving the legal regulation of the status of activities of BSPs.
Role of the international technical assistance programmes in process of developing the BSPs’ system.
Experiences of the communities of Ivano-Frankivsk municipality on creation of the BSPs and associations of co-owners of multi-apartment building.

The participants of the event also got familiarized with the experience of citizens’ involvement to the projects and initiatives on local sustainable development in the partner municipalities, learning the appropriate experience of Ivano-Frankivsk.

Having learned the approaches and based on the results of the experts’ discussions in course of the roundtable, the participants of the event approved in general the drafts laws for introducing changes and amendments to the current legislation regulating the issues of citizens’ involvement to decision-making and implementation of the sustainable development initiatives and projects at local level, in particular to the Laws of Ukraine “On Associations of Co-Owners of Multi-Apartment Buildings”, “On Local Self-Government in Ukraine”, and the new edition of the Law of Ukraine “On the Bodies of Self-Organisation of Population”.

On the occasion of developing the draft law, Mr. Volodymyr Yalovyy, the Deputy Head of the Apparatus of Verkhovna Rada of Ukraine, said: “Adoption of these changes to the current legislation is very important, since without them Ukraine will not be able to further move in realization of the reform of local self-government. These changes will not only help to foster the reform in the housing and communal sector, but will also be a pledge of the effective development of the civil society”.
