Yevpatoriya, 11-12th of March: Three team members of the UNDP-led Municipal Governance and Sustainable Development Programme, including the representatives of Kyiv project management unit, Ivano-Frankivsk and Voznesensk partner municipalities, presented their achievements of community involvement into the local sustainable development during the workshop “Self-Organisation of Population” organized by CIDP in Crimea.
According with the Law of Ukraine “On Local Self-Government”, the territorial communities can solve their social and economic problems independently and at local level. This decentralization is a key element of democratic governance and sustainable development of the Ukrainian society. It leads to the increasing responsibility of the local governments and strengthens the participation of civil society in the decision-making process. The decisions made to a greater extent correspond to the needs and resources of the community, which, in its turn, guarantees the more effective work and becomes a pledge of the fruitful cooperation between people and the bodies of local self-government. With this in mind, the United Nations Development Programmes implements a number of Programmes aimed at wider involvement of the communities into the decision-making process for achieving the local sustainable development, including the “Crimea Integration and Development Programme”, “Municipal Governance and Sustainable Development Programme”, “Chornobyl Recovery and Development Programme”, and the EU-financed project “Community-Based Approach to the Local Development”.
To summarize and share the experiences gained, the workshop was organized by UNDP/CIDP in Crimea on “Self-Organisation of Citizens: Perspectives of Local and Regional Development of Crimea”. In course of this workshop, the participants discussed the existing practices of self-organisation of citizens, various types of citizens-based organizations, ways of strengthening their viability, mechanisms of their relationships with the local governments and NGOs in context of attaining the local and regional development.
In this workshop, three representatives of UNDP/MGSDP shared the achievements of the partner municipalities on participatory governance and development in urban areas of Ukraine, including Mr. Oleh Fedoryshyn, community mobiliser of Ivano-Frankivsk Resource Centre on Sustainable Development, Mr. Oleksandr Zayika, head of the department of supporting municipal initiatives and investment of Voznesensk City Council, and Mrs. Iryna Skaliy, UNDP/MGSDP Governance and Sustainable Development Expert. MGSDP representatives talked about the activities of the associations of co-owners of multi-apartment buildings and bodies of self-organisation of population to solve the priority problems of the living neighbourhoods in their respective cities; described specificities of the public organizations of academic institutions to improve the learning environment in schools and kindergartens; shared the experiences of the activities of public advisory and consultative forums created at municipality level for joint planning and solving the local sustainable development problems.
Based on the findings and conclusions of the workshop, the recommendations will be prepared and plan of actions elaborated to strengthen the communities’ participation in local development.
